Policy and Regulation Review and Revision Process
Los Rios Community College District Board Policies and Administrative Regulations shall be reviewed, revised, and maintained through triennial review as well as on an as-needed basis.
Triennial Review
Consistent with the Accrediting Commission for Community and Junior Colleges (ACCJC) recommendation for regular review, all Board Policies and Administrative Regulations are reviewed on a three‑year academic cycle.
The purpose of the triennial review is to ensure that all policies and regulations contain accurate legal citations, remain legally compliant, and do not include outdated or inapplicable language.
Triennial Review Schedule
The review schedule for the next three academic years is as follows:
- 2026 to 2027 Academic Year: Series 1000, 2000, and 3000
- 2027 to 2028 Academic Year: Series 4000, 5000, and 6000
- 2028 to 2029 Academic Year: Series 7000, 8000, and 9000
This cycle repeats every three academic years.
Triennial Review Process
General Counsel (GC) will complete triennial reviews of policies and regulations and perform additional next steps according to the changes proposed.
- If no changes are needed based on GC's review:
- GC will inform Chancellor's Cabinet when the triennial review of a policy or regulation has been completed and that no changes are necessary.
- Following notice of this at Chancellor's Cabinet, the "Reviewed" notation on the policy or regulation will be updated to the date of the Chancellor's Cabinet meeting during which GC informed Chancellor's Cabinet that there are no proposed changes.
- Board approval is not required to update the "Reviewed" notation on a policy when no changes are made during the review.
- If GC proposes changes:
- GC will present the changes at Chancellor's Cabinet.
- Chancellor's Cabinet can either recommend approval to the Chancellor (regulations) or recommend approval by the Board (policies).
- Constituent groups in Chancellor's Cabinet at this time can also request that a policy or regulation be moved through constituency group processes (that is, Academic Senate, Student Advisory Committee) prior to Chancellor Cabinet's approving or recommending approval of any given regulation or policy.
As‑Needed Revision
Board Policies and Administrative Regulations may be revised outside of the triennial cycle based on changes in law or proposals submitted by management, faculty, staff, or students. This process also applies to new policies being proposed for the first time.
- GC, management, faculty, classified staff, and students may, at any time, propose changes to off-cycle policies and regulations.
- To initiate an as-needed revision, the individual or group requesting the change must:
- Email the GC at PoliciesRegs@losrios.edu.
- In the email, identify the policy or regulation at issue by number and title, specify the changes requested, and outline the rationale behind the changes.
- All requests for revisions shall be submitted to the GC before the initiation of any other district processes.
- GC will determine, based on the content of the policy, whether the policy or regulation requires a recommendation for approval from the District Academic Senate, Student Advisory Committee, or management groups (vice presidents, executive staff) before presentation at Chancellor's Cabinet.
- After obtaining recommendations for approval from applicable faculty, student, or management groups, the policy or regulation will be presented at Chancellor's Cabinet and then finalized (regulations) or moved forward for Board approval (policies).
Exceptions
- Policies and regulations on issues that are reserved by law, collective bargaining, or agreement for negotiation – or that are the responsibility of other groups – are not vetted through these processes.
- Where immediate changes to a policy or regulation are required, interim guidelines may be issued.
- Typographical and formatting errors may be changed by the GC without notification or approval from Chancellor's Cabinet or the Board. All typographical and formatting errors identified shall be brought to the GC's attention for correction.
